C³: Center for Culture & Communication is an open, not for profit institution, a space for innovative experiments and developments related to communication, culture and open society, its main focus the fostering of meetings and cooperation among spheres of art, science and technology.

The center was launched in June 1996 in Budapest as a result of a cooperative effort between the Soros Foundation Hungary, Silicon Graphics Hungary and MATÁV: the Hungarian Telecom. Since November 1999, it works commenced as an independent institution, a non-profit, public foundation, under the name C3 Foundation. Director since 1997: Miklós Peternák.

The main priority in the beginning was on creating public internet awareness. Public access was provided for 10 hours on 8 terminals each day. Courses for children and students were established. Activities: artistic production, library, C3 online Archive, public events, publications. C3 also provides internet access for NGOs and individuals, free internet café, freemail service, public web terminals, organises public events. The Pararadio audio lab and net radio established in 1997. The international residency programs brought artists such as Bill Seaman, Alexei Shulgin, Olia Lialina and JODI - to Budapest. At the same time residencies were open to local artists. The access provided for local artists, also ensured possibilities for Hungarians to show abroad.
