Savel Cheptea was a Romanian artist and photographer, born in Hotin (Basarabia, Romania, 1930). Teacher at Institutul de Arte Plastice Ion Andreescu in Cluj. He was a promoter of optical cinetism in Romanian art and independent creator of photographic diorama.
