Initiative of Kathryn Turnipseed and Cecilia Hansen started in 1994. They created the first Zamir training manual for women-users ensuring that gender specific barriers to use of ICT would be overcome in the trainings they delivered to hundreds of women activists throughout Croatia, Serbia and Bosnia and Herzegovina.

The project started within the Women's Information and Documentation Center in Zagreb and became an independent project within the feminist movement in the Yugoslav successor states with special support from the Zagreb Women's Lobby and B.a.B.e. (Be active Be emancipated, women's human rights group).
